Training Program in Research Ethics in the Americas

Co-directors: Florencia Luna, PhD, Facultad Latinoamericana de Ciencias Sociales (FLACSO) and University of Buenos Aires (UBA), Buenos Aires, Argentina; Ruth Macklin, PhD, Department of Epidemiology and Population Health, Albert Einstein College of Medicine, Bronx, New York, USA. The training program is conducted under a grant award from the Fogarty International Center of the National Institutes of Health (NIH) in the USA.

Open to: Physicians, biomedical scientists, bioethicists, lawyers, philosophers, social scientists, other scholars. In accordance with NIH priorities, preference will be given to applicants from Central America, Mexico, and Brazil who meet the following qualifications.

Qualifications

Ø      Applicants must be fluent in Spanish, have an excellent reading knowledge of English, and reside in any country in Central or South America.

Ø      They must hold a medical degree (MD), a law degree (JD), a PhD, or a Master’s level degree with substantial teaching, research, or clinical experience.

Ø      Candidates must be employed at an institution to which they will return at the conclusion of the fellowship year.

Ø      They must provide evidence of institutional support to enable them to implement the results of their training experience.

Ø      Individuals working or teaching in public institutions are especially encouraged to apply.

Selection Criteria

Ø      Likelihood of making a substantial impact in their institution/community/country after the training period

Ø      Educational background and degrees

Ø      Relevant experience in research involving human subjects or research ethics

Ø      Past accomplishments, including publications and projects established or supervised

The Training Program

Successful applicants selected will spend ten months as trainees in the program, beginning on April 15, 2008.  The host institution is FLACSO in Buenos Aires, Argentina, where trainees will have an office equipped with a computer and printer. Trainees will spend the first four months of their training in residence at FLACSO. The remaining six months will be spent at their home institutions, where they will carry out activities related to the program.

Activities of the program include:

Ø      Participation in a one-week intensive seminar in research ethics, with guest faculty from the US and Latin America

Ø      Enrollment in other courses taught at FLACSO, UBA, and other Buenos Aires institutions

Ø      Attendance at research ethics committees at public and private hospitals and clinics

Ø      Preparation of a detailed plan for implementing practical results of what they learned in the training program

Ø      Completion of a mentored research project in research ethics.

Following the four-month period in Buenos Aires, trainees will return to their home institution, where they will:

Ø      enroll in a 16-week distance-learning course taught by Drs. Luna, Macklin, and Spanish-speaking guest faculty

Ø      spend the six-month period implementing their plans to apply what they have learned in a practicum—a project of their own design developed during their stay in Buenos Aires. Following submission of a successful plan and completion of the required courses in the program, trainees will be provided with a re-entry grant for protected time in order to conduct the practicum.

Stipends

            Trainees will receive a stipend to cover their living expenses during their 4-month stay in Buenos Aires. The cost of economy class airfare will be provided for all travel in connection with the training program.
